Israeli Sand Bullets

Israel cares enough about enemies with murderous intent to develop and implement, safer non-lethal bullets made out of sand. While nothing is truly ever "non-lethal", Israel is planning on phasing out the more dangerous rubber bullets and replacing them with bullets made of hard-packed sand which disintigrates on impact.
